The Panthers declined to extend a contract tender to France, who was an exclusive-rights free agent, Max Henson of the Panthers official site reports.
France will thus hit the open market after spending the entire 2017 season on injured reserve due to a concussion he suffered in the preseason. Thankfully, there have been no reports that he's still experiencing any symptoms.

France is being evaluated for a concussion during Thursday's preseason game against the Jaguars, Joe Person of the Charlotte Observer reports.
A depth offensive lineman, France suffered a possible concussion in the second half of Thursday's contest. With the game currently late in the fourth quarter, it's unlikely that France will be able to return.
