That's a photo of the new helmet TCU will be wearing in 2012, at least it is according to TCU wide receiver Josh Boyce. 

Boyce tweeted the photo on Monday morning, saying he just "saw the new helmets online." At least, he thinks they're the new helmet, as there were a few question marks after that statement.

If they are the new TCU helmets, I have to say that I like them. Simple and to the point, but with that pattern on them that I suppose is designed to emulate the scales of an actual horned frog.
