Penn State, NCAA reach proposed settlement to restore Paterno wins
Penn State and the NCAA have reached a proposed settlement that includes the restoration of wins vacated as a punishment for the Jerry Sandusky sex abuse scandal.

Penn State's vacated wins from 1998-2011 have been restored as part of a proposed settlement between the NCAA, Penn State University, and Pennsylvania state officials.
By restoring the wins, Joe Paterno will move back to the top of college football's all-time Division I wins list with 409 victories. Eddie Robinson (408 wins) will move down to No. 2, ahead of Bobby Bowden (377), Paul "Bear" Bryant (323) and Glenn Scobey Warner (319).
Penn State also agreed to commit a total of $60 million to activities and programs for the prevention of child sexual abuse and the treatment of sexual abuse victims. The NCAA already restored Penn State's postseason eligibility in 2014, and the Nittany Lions will back at the full scholarship limit for the 2015-16 academic year.
“Today’s agreement with Penn State reaffirms our authority to act,” Kirk Schulz, Kansas State's president and chair of the NCAA Board of Governors said in an official release. “The NCAA has a legitimate role when a member’s actions threaten the integrity of college sports. We acted in good faith in addressing the failures and subsequent improvements on Penn State’s campus. We must acknowledge the continued progress of the university while also maintaining our commitment to supporting the survivors of child sexual abuse.”
The $60 million fine and vacated victories were some of the last notable aspects of the NCAA's unprecedented punishment handed down to Penn State in July 2012. Penn State and Pennsylvania state officials took legal action against the NCAA in the wake of those penalties, and this settlement is meant to bring an end to that lawsuit and allow the money to be distributed to victims of sexual abuse. According to the NCAA Board of Governors, continued litigation regarding the punishment would delay the distribution of those funds.
