Arteaga signed a minor-league contract with Washington in early February, Jesse Dougherty of The Washington Post reports.
Arteaga made his big-league debut for the Royals in 2019, appearing in 41 games. He failed to impress, hitting just .197/.258/.230. He's never posted an above-average batting line in the minors, and his only stop with a wRC+ above 90 came in rookie ball all the way back in 2012, so there's little reason to believe he'll suddenly emerge as a productive hitter.
