The Packers elevated Owen from the practice squad ahead of Sunday's game against the Cowboys.
With Skyy Moore (ankle) sent to injured reserve in a corresponding move and Savion Williams (ankle) still questionable for his potential season debut, Owen will bring up the rear of the Packers' wideout depth chart. Owen appeared in two games with Green Bay last regular season, logging one snap on offense and 19 on special teams.
