Garcia elected free agency Tuesday after declining an outright assignment to Triple-A Las Vegas, Jessica Kleinschmidt of TheComeback.com reports.
The right-hander reliever has decided to look for a job elsewhere rather than report back to Triple-A after Oakland recently removed him from its 40-man roster. Garcia holds a career 6.89 ERA over 27 appearances covering parts of four big-league seasons.
