Locke (ankle) has been downgraded to out for the remainder of Monday's matchup with the Bills, Nick Kosmider of The Athletic reports.
Locke was originally given a questionable tag, but the Broncos will ultimately err on the side of caution. In his absence, Delarrin Turner-Yell is a prime candidate to fill in at safety.
