Phillips was put on waivers Thursday, per Chris Johnston of The Athletic.
Phillips has a goal and five points in 27 contests this season, but he's appeared in just one game for Washington since Jan. 3. If he clears waivers, Phillips will likely be reassigned to AHL Hershey.
