Rapp (concussion) was listed as a non-participant on Wednesday's estimated practice report, Jourdan Rodrigue of The Athletic reports.
Rapp missed Monday's win over the Cardinals and remains in the concussion protocol, per Brady Henderson of ESPN. The 24-year-old will need to fully clear the protocol to have a chance of suiting up Sunday in Tampa Bay, otherwise Terrell Burgess is likely to receive another start.
