Singer cleared waivers and was outrighted to Triple-A Lehigh Valley on Friday.
Singer will remain in the organization despite being designated for assignment by the Phillies on Wednesday. He's tossed four scoreless innings in two relief appearances with Lehigh Valley to begin the season.
