The Rams signed Carter to the practice squad Wednesday, Stu Jackson of the team's official site reports.
Carter caught two passes for 12 yards during Los Angeles' final two preseason games, but he couldn't earn a spot on the initial 53-man roster. Instead, the undrafted rookie out of Georgia State will stick with the team as a member of the practice squad.
