Frazier was signed by the Thunder on Thursday, Keith Smith of Yahoo Sports reports.
The third-year guard appeared in just 29 games across his first two seasons in Orlando before getting let go by the team in November. Frazier could potentially earn some minutes on a rebuilding Oklahoma City squad that is short on talent at the shooting guard position.
