Foley (concussion) will officially be a free agent after the Blues decided against issuing him a qualifying offer, Jeremy Rutherford of The Athletic reports.

Considering Foley hasn't played in a competitive game since 2017-18 when he was still with Providence College, his release likely marks the end of his playing days due to his concussion problems. Selected by Winnipeg in the third round of the NHL Draft, the 24-year-old winger was never able to get into a professional game at any level.
