Carter was waived by the Saints on Friday, Josh Katzenstein of The New Orleans Times-Picayune reports.
Carter spent just over a week with the Saints' practice squad last season before signing a reserve/future contract back in February. He'll now be back on the open market once he clears waivers.

Saints' Martez Carter: Rejoins New Orleans
Carter signed a reserve/future contract with the Saints on Wednesday, Rod Walker of The New Orleans Advocate reports.
Carter spent a couple weeks late in the regular season on the Saints' practice squad and will now have the benefit of a full offseason with the team. The Grambling State product didn't see any game action in 2018 after going undrafted last April.
