The Ravens waived Victor on Tuesday, Jonas Shaffer of The Baltimore Sun reports.
Victor caught four of six targets for 74 yards during the Ravens' preseason finale, but his performance wasn't enough to land him a spot on the team's initial 53-man roster. The Ohio State wideout has spent time with the Giants and Ravens since joining the NFL in 2020, but he's yet to play in a regular season game.
