Sims spent the last two seasons with the Steelers operating as a return man and depth receiver, and he was working to earn a similar role in Houston. However, it appears the Texans will opt to go with Mike Boone and Tank Dell in the kick and punt return roles respectively.

Texans' Steven Sims: Signing with Texans
The Texans are signing Sims to a contract Friday, Aaron Wilson of KPRC 2 Houston reports.
Sims will join Houston after spending the last two seasons with the Steelers, bursting onto the scene as Pittsburgh's return specialist in 2022. The wide receiver reeled in 14 catches for 104 yards on offense while churning out 539 yards on kick and punt returns last season. Sims will likely operate in a similar role with the Texans in 2023.

Sims played at least 34 percent of the Steelers' offensive snaps in each of the final nine games of the season, but he saw inconsistent touches and wasn't a reliable fantasy option. He's slated to become a restricted free agent during the offseason, and it's unclear whether he'll be back with the Steelers in 2023. Sims secured all four of his targets for 30 yards while rushing once for one yard during the Steelers' 16-14 loss to Baltimore on Sunday.
Sims had three carries during last week's win over Atlanta, and he logged a season-high five touches during Sunday's narrow loss while also playing a season-high 47 percent of the Steelers' offensive snaps. Sims averaged a team-high 6.3 yards per carry during Sunday's matchup, but he didn't have enough volume to provide much fantasy value. Steelers' Steven Sims: Offering little sans Claypool
Sims was targeted three times and recorded two catches for nine yards in Monday's 24-17 win over the Colts.
Even though the Nov. 1 trade that sent Chase Claypool to the Bears has opened up more work for Sims, he's still had to split the No. 3 receiver role with Gunner Olszewski, while Diontae Johnson and George Pickens have been every-down players. In the three games since the Claypool trade, Sims has produced a modest 3-24-0 receiving line on seven targets.

Steelers' Steven Sims: Likely in line for increased role
Sims will likely have more opportunities to pick up snaps out of the slot going forward after Chase Claypool was traded to the Bears on Tuesday, Brooke Pryor of ESPN.com reports.
Sims drew a season-high three targets during Sunday's loss to the Eagles but managed minus-1 yard on two receptions while rushing twice for 21 yards. He's mainly returned kicks for the Steelers when available early in the season, but head coach Mike Tomlin said Wednesday that Sims should see additional work on offense after Claypool was traded. The Steelers have a Week 9 bye, so Sims will have an additional week to prepare for his new role in the team's offense. However, given that he's drawn just three targets over three games this season, it's unclear whether Sims will see enough volume in the passing game to be a fantasy-relevant player over the second half of the year.
